Revenue Neutral?  Revenue?  That's one thing.  Neutral?  That's another?  Together?  Or other words for a tax hike?   What in the hell does that mean?

Bob O'Connor says it depends on who is using the phrase.

To the mayor and council, revenue neutral means that they can keep on spending and putting money into various projects that they and developers want. To keep revenue neutral, council as in the past, and apparently plans to again, raise real estate taxes and other fees as necessary to support their projects.

To us, 'revenue neutral' means RIPOFF of taxpayers.
