As you know I moved to Florida 13 months ago,  I'm currently visiting , and would like to make several recommendations for the good of VB:

• initiate a City hiring freeze (too many employees)

• Initiate a City wage freeze (city employees make more then the private sector-plus a hugh benefit package),

• Initiate a RIF 5% of middle managers for each of the next two years (totaling 10%) "let the bosses do their own work",

Most of all, who are you kidding with this light-rail thing, VB taxpayers are not dumb or blind, it's not their job to save Norfolk.

I wish you the best, returning to Florida in 10 days.
