What kind of backdoor deal with Norfolk and HRT did Virginia Beach Mayor Will Sessoms make and when did he make it?
Did it go something like this? In order to force the removal of Michael Townes, manager of the corrupt transit agency, Sessoms met with Fraim, Norfolk City Manager Regina Williams. The 3 agreed to give HRT an ultimatum: Get rid of Townes or Norfolk would pull the plug on the Streetcar Named Disaster.
Install Phil Shucet, who was already working for the city of Norfolk in an effort to find out where $108 MILLION in cost overruns went, to run the criminal agency and Sessoms said Virginia Beach would help pay for some of the expenses.

Criminal Investigation a must for HRT!
For about a month now Virginia News Source has said the only way credibility can return to the HRT project is to have a full-blown criminal FBI investigation into where the $108 MILLION in overrun costs went. You can't legitimately 'waste' that much money in a year.
Where'd it go: Kickbacks? Bribes? Out and out theft? Where'd the money go and who got it? Until there is a full criminal investigation there can never be credibility that the taxpayers' dollars have been wisely protected and accounted for. Somebody should go to jail!

Sessoms did what? He committed Virginia Beach citizens' dollars $$$ to help fund a study for a project in which the city didn't have any responsibility? Tell us the truth Will! Admit the deal,Will!
Yes. Such a maneuver as outlined above would accomplish two goals: Help move Townes out and make a back door commitment from Virginia Beach to the light rail project.
The tip of the iceberg. Sessoms hoped to get the nearly $250,000 commitment approved administratively without having to rely on the Virginia Beach City Council.
City Manager Jim Spore admits he could take the amount out of the city's contingency funds. That brings up another question: Doesn't the city have more pressing "contingencies" than helping finance Norfolk's criminal mismanagement? And how much more money has Spore got squirreled away in various funds here and there that he has been hoarding from the elected officials?
Now if Sessoms can get the commitment to pay Norfolk for its criminal loss of funds, for which Virginia Beach has no legal obligation, he will then come back and say: "Well we have already spent this much and we need another $2 million to help Norfolk out." And then it will be more and more!
Listen folks the citizens of Virginia Beach are being flim flamed by a group of political con artists from the top.
The answer should be: Hell No! The cost overruns problem is Norfolk's - let Norfolk solve it.
Tell your council members: "If you give away 1-¢ of our tax $$$ to this project before it is even approved by Virginia Beach citizens, you will be voted out of office."
You can't correct 1 CRIMINAL act by committing another, Mayor Sessoms - UNDERSTAND?
The following email has been sent to Mayor Sessoms by VNS:
"Dear Mayor Sessoms:
"Can you confirm or deny that you implied or committed Virginia Beach to financial assistance to Norfolk's light rail study without approval of your City Council? If yes, what is the timeline and why? If yes, please provide us with documentation of your authority to make such a commitment to a project that has not been approved by the voters of the city of Virginia Beach, and, in fact has once been rejected by the citizens.
