NORFOLK - - Facing the prospect that rogue, racist desposed vice mayor of Norfolk, Paul Riddick is going to be the next chairman of troubled Hampton Roads Transit, fellow commissioners may not need to worry.

Records over the last 4 years show that Riddick only attends meetings about half the time.

His is among the worst attendance records of the 20 commissioners.  Also it was revealed that Norfolk Councilman Randy Wright, the city's other member, and Riddick took a junket to Madrid, Spain  at a total cost to taxpayers of $5,657 for a 7-day trip in 2003.  Other records were not available Thursday.


HRT's executive board met Tuesday and Riddick was nominated, but no vote was taken nor will it be taken until The board regular meeting later this month.

Each locality has 2 members on the board.  Virginia Beach's city councilman Jim Wood is currently the chairman.  The chairmanship rotates among the 7 member municipalities annually.

Norfolk Councilman Wright was in line to be the chairman starting this July, but he failed to win reelection.  

Councilman Riddick, much to the anguish of other members, is next in the rotation to be chairman when Wood steps down.

Riddick was dumped as vice mayor over racist, radical remarks and behavior.  He has been a outspoken racist rogue through much of his career and in and out of various behavioral troubles, including throwing a ham at a person.

Several members are concerned about his unpredictable behavior, particularly when he doesn't get his way.

Two or more fellow commissioners have threatened to resign rather than serve under his chairmanship.

If bad comes to worse, theoretically the Norfolk council could remove him at its HRT representative and appoint someone else.

One commissioner said he was part of a 'black posse' that helped hide the fact that the HRT-managed Light Rail project was over-budget by $108M and way behind schedule, in order to help black HRT manager Michael Townes save his job.

The 'black posse,' a source said knew about the massive cost overrun 3 months before others members and the public, but didn't disclose it.

Once it was disclosed, Chairman Wood and others forced Townes resignation.  The hired for VDOT super-manager Phil Shucet at $40,000/a month to restructure the mismanaged agency and brought organization, efficiency, and transparency to its operation.

First of all, it was the TDCHR's Executive Committee that nominated Riddick under the regular rotation. Your use of the word "Board" may confuse some readers into believing it was a Commission action.

The next TDCHR meeting is Thursday, June 24 at 1:30 P.M. in Hampton. That's where the Commission vote is scheduled. There are basically two ways Riddick might not serve at this point:

1. The TDCHR votes him down. Highly unlikely after the Executive Committee vote.

2. Norfolk doesn't return him as a Commissioner. All terms expire June 30, and Norfolk could "theoretically" send over 2 newbie Commissioners.

Folks ... the HRT train wreck continues - full speed ahead! Just another example of the mess we suffer due to all-appointed REGIONAL governing bodies that fail to do their job. What was the TDCHR Executive Board thinking when they nominated a race-bating thug like Mr. Riddick to the Chairmanship? Wasn't mr. Riddick one of the guys that did not want to hold Mike Townes accountable for the $106 million dollar cost over run of Norfolk's tiny 7.4 mile light rail boondoggle? What did Mr. Riddic do about prosecuting the HRT employees fire for stealing over $80,000 from the bus fair boxes? Of course he is recommended to serve as the Chair - why would the TDCHR learn from their mistakes? They are APPOINTED.

First of all, the VBTA's Transportation Chairman (Greenmun) knows the reason it happened: the TDCHR's Chair rotates among cities, and it's Norfolk's turn. With Randy Wright voted off Council, Riddick is the lone holdover Commissioner.

By Reid's "logic", we should abolish all boards and commissions at all levels of government. After all, they're all appointed.

I don't have a problem with Riddick per se. Having grown up poor himself, he's shown concern for HRT's mostly poor ridership. My concern is that Riddick as Chairman will be the excuse for cities to mothball mass transit improvements.

It appears now that Virginia Beach City Councilman Jim Wood is "quitting" or resigning from the TDCHR after a tumultuous Chairmanship that resulted in the firing of a CEO and $400,000 replacement. Now, Wood supports, and will abide by, a citizen referendum on Virginia Beach light rail! How's that for a change of direction!

I have it from Jim Wood:

1. He is NOT stepping down from the TDCHR. What he did say is that he would not seek a second term as TDCHR Chairman as a means to try to block Riddick. In fact, Wood and Uhrin have been reappointed.

2. He said his opposition to a referendum was diminishing due to lack of public confidence in the agency. He has not embraced a referendum the way you claimed.

Your comments didn't pass the common sense test. After all, VNS would have made headlines of them were they true.

I'm glad you called him directly and got the direct communication. I interpret the remarks in a different direction. Now that you have a bench mark, let's see how discussion on the referendum issue evolves and if a bit more clarity in regard of Wood's (recorded) statement to you presents itself. Is the ice melting?
